UNIVERSITY PARK, Pa. — With the official start of winter just a few days away, Penn State Transportation Services is reminding faculty, staff and students of campus parking policies related to snow removal and sharing tips to help drivers stay safe when traveling during winter weather.
Midnight Clear restrictions
When the Office of Physical Plant declares a “Midnight Clear” for snow removal or lot treatment, all vehicles (including department vehicles) must be removed from all faculty/staff surface parking areas from midnight through 7 a.m. Student lots are exempt from this restriction, and employee and department vehicles that require parking during the restricted hours must be parked in one of the four campus parking decks (East, Eisenhower, HUB, Nittany) or one of the select sections of approved overnight parking that have been established for use during “Midnight Clear” events (see map).
“Midnight Clear” announcements are shared via the Transportation Services listserv, website and social media platforms and on the Penn State News website. Full details on “Midnight Clear” restrictions can be found at https://transportation.psu.edu/midnight-clear.
To make sure that surface parking areas can be cleared if inclement weather occurs during Penn State’s winter break, all department vehicles should be moved to one of the four campus decks or a designated overnight parking area by Friday, Dec. 20. Faculty and staff wishing to store a personal vehicle on campus overnight during the break should contact the Parking Office for instructions before doing so.

While unnecessary travel should be avoided during winter weather events, there are things that drivers can do to maximize their safety when travel is required.
